The global outsourcing fair which commands the attention of the world will be opened in Tianjin

"The Global Outsourcing Fair" which commands the attention of the world will be held in Tianjin during December 10-11, this fair is jointly held by the President Association in Asia Pacific, International Outsourcing Center, Tianjin Municipal Government, Dai Xianglong who is the mayor of Tianjin and Bob Hawke who is the former prime minister in Australia will invite the "industry leaders" and "enterprise giants" around the world. Zheng Xiongwei, international outsourcing expert and renowned international economist, pointed out China had seized two opportunities of global industrial transformation since 1980s; one was the international industrial transformation in 1980s, whose main characteristic was processing trade; the other was in 1990s, the global manufacturing began to transfer from developed countries to developing countries such as China, with forming the "global manufacturing center".

In the recent decades, as the development of global information technology, communication technology and the inherent requirements of global industrial upgrade, a new round global industrial structure transformation whose main characteristics are services outsourcing, high-end manufacturing and research and development is outspreading in the world. The second global economic integration has been started. In these ten years, India has seized the opportunity, and it is becoming the "global office center". China’s modern service industry, especially the service industry gearing to international standards, just as the manufacturing 30 years ago, is facing great opportunities and challenges. With this opportunity of service industrial development which is gearing to international standards, China’s private enterprises have the unprecedented advantages of capital, market access, mechanism, and so on; they have stood at the same starting line with the state-owned enterprises. Zheng Xiongwei pointed out that the current services outsourcing is mainly that the multinational companies outsource the businesses such as software development, IT technical support, financial background, financial settlement, human resources services, marketing, logistic, research and development, design, etc. to the professional service providers. Services outsourcing industry has the characteristics of high bearing capability, great added value, low resource consumption, less environmental pollution, strong capability of absorbing employment especially the undergraduates, these attract the outsourced countries. In contrast to the manufacturing’s value-added rate with 2% to 5% or no more than 15%, the value-added value of services outsourcing can reach 100%. At the same time, the contribution of services outsourcing to China is 20 times to processing industry. The consumption of services outsourcing occupies 20% of manufacturing. Recently, the global services outsourcing market is between 300 billion to 500 billion US dollars, in the next few years, it will continue to grow with a rate of 20% to 30%. It is estimated that by 2008, the global services outsourcing market will exceed 1 trillion US dollars.

In China, the State Council, various ministries (Ministry of Commerce, Ministry of Information Industry, Ministry of Science and Technology, Ministry of Education, Ministry of Finance), and every province and city also emphasize international outsourcing in the future economic development. So far, 11 relatively mature cities, such as Tianjin, Dalian, Beijing, Xi'an, Shenzhen, Chengdu, Wuhan, Nanjing, Shanghai, Hangzhou, Jinan, have been granted as the "Chinese Services Outsourcing Base City" by Chinese central government, and Suzhou Industrial Park has been certified as the "Chinese Services Outsourcing Demonstration Area". Zheng Xiongwei stated that currently, Chinese entrepreneurs should boost up the understanding and knowledge of international services outsourcing urgently, or they would lose the opportunity of a new round global economic development.
