Chinese Software Outsourcing Summit will be held in Ji'nan, in Mid-November

It is said by China Software Industry Association, Chinese International Software and Information Service Outsourcing Summit Forum will be held in Ji'nan in mid-November.

This summit forum is hosted by China Software Industry Association, Ji'nan People's Government, Shandong Information Industry Office, China Software and Information Service Outsourcing Industry Union, Software and Integrated Circuit Promotion Center of National Information Industry Ministry. By that time, many well-known domestic and international services outsourcing experts, outsourcing enterprises, representatives of large domestic customers and famous services outsourcing enterprises will gather together to communicate with each other about promoting the rapid business development of outsourcing industry.

The summit committee discloses, “ChinaSourcing in Ji'nan will build a business platform for Chinese and foreign software and services outsourcing enterprises to fully communicate.” At that time, the forum will bring together Information Industry Ministry, State Development and Reform Committee, Commerce Ministry, Science and Technology Ministry, senior leadership of Education Ministry, officials from Services Outsourcing Bases, domestic first-class outsourcing business leaders, as well as representatives of International Outsourcing Association, including the chairman of JISA, the vice chairman of NASSCOM, the director of Gartner in China, the chairman of DNV (Det Norske Veritas) in China and other VIP guests. They will attend the summit to discuss the market prospective of services outsourcing in the restructuring process of global information industry and the opportunities for China in the second global industrial shift represented by service sector. By then, the government, experts and investment institutions will communicate and exchange ideas with those domestic enterprises about Chinese enterprises' approaches to cooperate with overseas services suppliers, get financial investment support, improve the skills to communicate with the businessmen in international market, introduce Indian high-end talents and cooperate with Indian enterprises, expand outsourcing market in Japan and US, and those questions software and services outsourcing enterprises concern about.

At the same time, the fair will kick off two important discussions: one is the sub forum for Financial Capital and Enterprise Development, with the participants of representatives from famous investment corporations, such as Sequoia Capital, Wing Granville Investment and other companies will communicate with the services outsourcing enterprises about the financial investment support, company mergers, and preparation for being listed overseas, etc; the other one is Sino-Japanese Outsourcing Market Demands and Cooperation Conference, the meeting will be presided by Mutian Qiaolong, Manager of NEC Software Co. (Ji'nan), he will make answers to the questions and communicate with those enterprises who want to further expand Japanese outsourcing business.

After several years of experience, the scale of Chinese software outsourcing services market is growing at a high speed and the developing momentum has remarkably increased, it is more and more well-known in international market. Hu Kunshan, Secretary-General of Chinese Software Industry Association, considers that on one hand, Europe, US and other countries are considering to transfer some projects to China for the reason of avoiding risks and lowering costs; on the other hand, the domestic software outsourcing services suppliers have begun to expand overseas market, and tried to go abroad by acquisition, setting up branches and other strategies. VC which is very active in this industry will promote the development of services outsourcing, and to be listed has become the recent important goals of many main software services suppliers. Hong Gang, Special Consultant of China Software Industry Association on services outsourcing, said during the interview, “The outstanding problems of Chinese software and information services outsourcing industry recently are ‘small scale, scattered distribution, and no exchange'.” He cited the words by Jimmy Bob King, Vice President of Gartner Group and Academician, “We suggest China to establish a national union dedicated to services outsourcing as soon as possible. China lacks an agency of national level to take responsibility of the market research and information services of services outsourcing, including BPO.” He added that even many representatives of enterprises had begun to appeal to set a consistent brand image of Chinese software outsourcing industry to upgrade the competitiveness of Chinese enterprises.

Nasscom is the name of Indian services outsourcing industry association, it is a non-profit association registered in the form of a company, and Indian outsourcing success owes a great deal to this organization. Now, ChinaSourcing begins to play this role. In recent years, Chinese software and services outsourcing enterprises have begun to be represented with this title in a variety of occasions. At the same time, the enterprises have begun to develop the core competitiveness besides price with the help from the organization. Once Chinese software and services outsourcing enterprises form a joint force, they will show tremendous energy again, this is the goal pursued by ChinaSourcing in recent years.

　
Qi Jiabin, General Director of Ji'nan Information Industry Bureau, stated that Ji'nan had begun to be a new software services outsourcing base in recent years, software and services outsourcing had formed a certain scale. In 2006, there were over 50 enterprises to develop software and services outsourcing business in Ji'nan, and software development occupied 80% of the whole outsourcing business. Recently, Ji'nan has established a services outsourcing industry group which sets the high-tech zone as the base, QiLu Software Park as the center, and software and services outsourcing as the main body. At present, Beijing, Dalian, Shanghai, Shenzhen are the frontline cities of Chinese software outsourcing. Affected by the costs of developer resources, there are a lot of software companies of the frontline preparing to move to the second-tier cities recently, Ji'nan, Wuhan, Xi'An and other cities become the preferred areas.

Ji'nan attaches great importance to software and IT services industry carrier building, it is the one of the first nationally awarded software industry bases. In 2006, Ji'nan successfully got “Three-Golden” (three national gold metals): first is the only CIIIC in China which is built to be the world-class IT industry central area; second is Chinese services outsourcing base city, software and services outsourcing industry will get the national, provincial and municipal common support from policy, capital, talents and other aspects; third is national software export innovative base, it will get the support on getting technical innovation money for software export projects, personnel training, export credits, intellectual property protection and other aspects.
